Legitimatory Balancing Acts of Online Content Regulation: A Theoretical Framework for the Comparative Study of Online Communication Control Across Regime Types

The Center on Technology, Data and Society hosted a luncheon seminar by Marianne Kneuer at ASU on February 26, 2020, discussing a conceptual framework for comparing regulation of online content in democratic and authoritarian regimes.  She is a Full Professor for Political Science at the University of Hildesheim, Germany and currently holds the position of Director of the Institute of Social Sciences there. Prof. Kneuer is founding director and member of the board of the Center for Digital Change at the same university. From 1993 until 1999 she was a member of the planning staff of the Federal President of Germany, Roman Herzog, responsible for political analysis and strategic planning as well as for speech writing. Since 2018, she has served as President of the International Political Science Association.
